We would like to draw your attention to the fact that the Hungarian Government’s electronic identification system so called “Client Gate” (in Hungarian: Ügyfélkapu) service will be phased out on 16 January 2025. The Client Gate will be replaced by the Client Gate+ and the Digital Citizenship Program (in Hungarian: Digitális Állampolgárság Program DÁP) mobile application (this last one is available only for Hungarian citizens).

This is an important change because anyone who fails to register for Client Gate+ and/or DÁP may temporarily lose access to the government's KAÜ (Central Identification Agent) system and to additional services available through the Client Gate, including access to the "Company Gate" of the company/entity they represent.

1. ClientGate+ registration

The Client Gate+ registration can be completed online and does not require personal attendance at a Government Office.
The ClientGate+ service is different from the "normal" ClientGate in that it involves two-factor identification, in addition to the username + password, a one-time-code generated exclusively on the user’s mobile device is required to log in, making it harder for unauthorised persons to gain access.
As a first step, an application will be needed that can generate a one-time-use password. One of the following authenticator apps should be downloaded to a smartphone (or a computer as an extension), available from the following links:

 Authenticator app:  Link to download:
 Microsoft   https://play.google.com/store/apps/details?id=com.azure.authenticator&hl=hu
 NISZ  https://play.google.com/store/apps/details?id=hu.innobile.niszauth&hl=hu&pli=1
 Google   https://play.google.com/store/apps/details?id=com.google.android.apps.authenticator2

Following steps:

  • After downloading the application, you should go to https://ugyfelkapu.gov.hu on your computer and log in to the old Client Gate interface.
  • After the login, you should choose Apply for Client Gate+ and scan the QR code that appears, using the Authenticator app downloaded on your smartphone.
  • Once access is granted, the ClientGate+ profile is linked to the Authenticator app on the smartphone.
  • Stay Alert! The system will also offer you an erasure code, in case the smartphone used for authentication fails or is lost, we strongly recommend that you save or write it down, as it will not be accessible later.

After that, you can click finish to complete the ClientGate+ registration.

After registration to the ClientGate+, the access to the platform changes in practice by requiring the user to enter the one-time-use identification code that appears in the authenticator application (the code changes every 30 seconds), in addition to the username + password, so the smartphone will also be required to log in.

2. DÁP registration - for Hungarian citizens only

The Digital Citizenship Program ("DÁP") is intended to provide online access to all major public administration matters, even via the smartphone. Without being exhaustive, the following services are currently available in the application:

  • Login with QR code: you can log in to public websites by scanning a QR code instead of using the username + password used in the Client Gate;
  • Proof of identity: instead of using an ID card/passport/driving licence, a QR code in the application can be used to verify identity at police controls;
  • Store data in one database: all personal data, IDs, details of the vehicle can be stored in one place;
  • Requesting an official certificate of good conduct with the press of a button;
  • Reservation of an appointment at the Government Office(s).

The application is still under further development, so in addition to the above, other services will be available in the future (e.g. electronic signature, ePost, ePayment, etc.).

Currently there are two ways to register for Digital Citizenship:
1. by registering in person at any Government Office.
2. with new types of ID cards (with the EU flag in the top right corner, issued after 26.02.2021), it is also possible to register by using a smartphone, but only for those who have the PIN code in the green envelope received at the Government Office when the document was issued.

Summary

Due to the phase out of the Client Gate service, it is advisable to switch to Client Gate+ or DÁP as soon as possible, but no later than 15 January 2025, in order to continue to have access to the services available through the Client Gate (on 16 January 2025, the Client Gate will no longer be available).

As described above, the registration process will take only a few minutes and will hopefully make the administration safer and easier for everyone.
